This office wishes to establish an open eligibility list for a six-month period for the position of Project Specialist II, Programming/Application Development. The current vacancy requires recent hands-on, expert-level skills in programming online data management systems and Web applications using .NET, ColdFusion and/or Java, along with expert-level Structured Query Language (SQL) Server programming skills. The focus of this position is on programming, with minimal emphasis on project management. Preference will be give to applicants with formal training in computer science and proven experience at building large-scale systems.
Under general direction, acts as technical lead in the development of Web-based data management systems and applications; plans, codes, implements and supports .NET, ColdFusion, and Structured Query Language (SQL) Server-based technology solutions to meet clients’ technology needs; utilizes the system development life cycle to ensure the creation of quality systems; performs other duties as assigned.
The Project Specialist II is distinguished from the Project Specialist I by the extensive knowledge and experience required regarding Web programming, user interface design, database programming, project management, and client relations. Further differences include responsibilities and decision-making at a higher level than normally assigned to a Project Specialist I.

DUTIES AND RESPONSIBILITIES(Any one position may not include all of the listed duties, nor do all of the listed examples include all tasks which may be found in positions within this classification.)
Education, Training and Experience:
Any combination of education, training and experience equivalent to a bachelor’s degree from an accredited institution; progressively responsible experience as a lead .NET or ColdFusion developer with expert-level skills in coding current releases of .NET, and/or expert-level skills as a ColdFusion developer; expert-level skills with Microsoft SQL Server.
Skill and Ability to:
Successfully develop and manage the programming of complex database-driven Web sites; review coding developed by project team for quality assurance purposes; work effectively with clients and staff to plan, implement and monitor a variety of technology projects; establish and maintain cooperative working relationships with program staff, clients, and project partners; monitor project timelines and budgets.
Possession of a valid California driver’s license and ability to provide own transportation in conducting work assignments; willingness to travel locally.
